Quick summary
This chapter introduces the sources used to study Modern Indian History. They are material sources (buildings, statues, memorials), written sources (newspapers, periodicals, books, maps, records), oral sources (folk songs, powadas, interviews) and audio-visual sources based on modern technology (photographs, recordings, films).
Key points
Sources of modern history are found in plenty and in good condition compared to ancient and medieval times.
Material sources: buildings, bridges, forts, prisons, palaces, statues and memorials. Many are now national monuments or museums.
Cellular Jail in Andaman tells about V. D. Savarkar's revolutionary work; Mani Bhavan (Mumbai) and Sevagram Ashram (Wardha) tell about the Gandhian era; Aga Khan Palace in Pune preserves objects about Mahatma Gandhi.
Statues carry plaques giving name, birth and death dates and contribution of the person; Hutatma Smarak memorials recall events.
Written sources: newspapers, periodicals, foreign correspondence, factory records, books, biographies, autobiographies, maps and drawings.
Newspapers like Dnyanoday, Dnyanprakash, Amrit Bazaar Patrika, Deenbandhu and Kesari awakened people and also helped social reform.
Dr. Babasaheb Ambedkar started 'Mooknayak' (January 1920), 'Bahishkrut Bharat' (April 1927), and later 'Janata' and 'Prabuddha Bharat'.
Vishnushastri Chiplunkar wrote 'Nibandhmala'; Lokahitawadi (Gopal Hari Deshmukh) wrote 'Shatapatre' in the weekly 'Prabhakar'.
The Survey of India, set up in British times, prepared scientific maps; architects' plans (e.g. Bombay Port) show how a city developed.
Oral sources (मौखिक साधने): folk songs, ovee, folk tales, powadas, inspirational songs, interviews. Powadas were composed on the 1857 struggle, revolutionaries and the Samyukta Maharashtra movement.
Audio-visual sources: photographs (more reliable than old paintings), recordings (Jana Gana Mana sung by Tagore, Subhas Chandra Bose's speeches), films (Dadasaheb Phalke founded the Indian film industry in 1913; footage of Dandi March and Quit India exists).
While using written sources, the writer's views and bias must be examined.
Important terms
Material sources – objects, monuments, coins, statues and places.
Powada – Marathi ballad praising heroic deeds.
Archives – places where old documents and records are preserved.
Museum – building where historical objects are preserved and displayed.
Important dates and people
1913 – Dadasaheb Phalke laid the foundation of the Indian film industry.
January 1920 – Dr. Ambedkar started 'Mooknayak'.
April 1927 – Dr. Ambedkar started 'Bahishkrut Bharat'.
Q1. Why did newspapers act as a source of social reformation in the British period?
Besides political news, they discussed social issues, criticised evil customs and spread awareness, so they helped reform society.
Q2. Why are photographs considered more reliable than paintings?
Paintings may show the artist's imagination, but photographs show the real features of a person, event or object.
Q3. Write a short note on audio sources.
Recordings of speeches and songs – like Tagore singing Jana Gana Mana or Subhas Chandra Bose's speeches – help us know events and leaders of modern India.
Q4. Which museum in Pune gives information about Mahatma Gandhi?
Aga Khan Palace.
Q5. Name the oral sources of modern Indian history.
Folk songs, ovee, folk tales, inspirational songs, powadas, narrations and interviews.

Quick summary
This chapter explains how the British defeated the Marathas and set up their administration in India, and studies the effects of British rule: new administration (civil service, army, police, judiciary), land revenue changes, economic exploitation, decline of traditional industries, new industries, and social and cultural changes.
Key points
Raghunathrao's greed for Peshwaship brought the British into Maratha politics. Three Anglo-Maratha wars were fought from 1774 to 1818. The first ended with the Treaty of Salbai (1782).
Lord Wellesley (1798) brought the Subsidiary Alliance: Indian rulers kept a British army, paid for it, accepted a British Resident and made no alliance or war without British consent.
Bajirao II signed the Subsidiary Alliance in 1802 (Treaty of Vasai). After the second and third wars he surrendered in 1818, ending the Peshwaship.
Chhatrapati Pratapsingh of Satara did good work (water supply, roads, schools, printing press) but was dethroned and exiled to Kashi; Rango Bapuji fought for him in England. Dalhousie annexed Satara in 1848 by rejecting adoption.
Parliament controlled the Company through the Regulating Act 1773 (Warren Hastings became Governor General), Pitt's India Act 1784 (Board of Control) and later Acts of 1813, 1833 and 1853.
Robert Clive introduced Dual Government in Bengal in 1765.
Lord Cornwallis organised the civil service; the District Collector headed each district. Officers were chosen through the ICS exams.
A new judicial system with civil and criminal courts and High Courts was set up; Macaulay's committee prepared the Indian Penal Code based on equality before law.
New land revenue: tax fixed on land area, payable in cash; land confiscated if not paid. Farmers fell into debt to moneylenders.
Commercialisation of agriculture: cash crops like cotton, indigo, tea and tobacco were encouraged. Great famines struck between 1860 and 1900.
Cheap machine-made British goods ruined Indian artisans and traditional industries (आर्थिक शोषण – economic exploitation).
New developments: first railway Mumbai–Thane (1853), telegraph (1853), first textile mill by Kawasjee Nanabhoy Davar in Mumbai (1854), postal system (1855).
English education from 1835 (Macaulay); universities at Kolkata, Mumbai and Madras (1857); Bentinck banned Sati (1829); Dalhousie's widow remarriage law (1856).
Important terms
Subsidiary Alliance – Wellesley's treaty system that made Indian rulers dependent on the British.
Dual Government – the Company collected revenue while the Nawab kept law and order.
Commercialisation of agriculture – growing cash crops for sale instead of food grains.
Important dates and people
1765 – Dual Government (Robert Clive)
1773 – Regulating Act; 1784 – Pitt's India Act
1802 – Treaty of Vasai; 1818 – end of Peshwaship
1853 – first train Mumbai to Thane
1857 – universities at Kolkata, Mumbai, Madras
5 important questions
Q1. What were the terms of the Subsidiary Alliance?
The ruler kept a British army at his court and paid for it in cash or territory, accepted a British Resident, and could not make alliances or war without British permission.
Q2. What were the effects of the new land revenue system?
Tax had to be paid in cash on time; farmers sold crops cheaply, mortgaged land to moneylenders, fell into debt and lost their land.
Q3. Why did traditional Indian industries decline?
Indian exports were heavily taxed, while cheap machine-made British goods came in with little tax, so artisans could not compete and became unemployed.
Q4. What was Dual Government?
Introduced by Clive in 1765 in Bengal: the Company collected revenue, while the Nawab had to maintain law and order without enough money.
Q5. Write about Chhatrapati Pratapsingh's work.
He provided water supply to Satara, built roads and planted trees, started schools for boys and girls, set up a printing press and built the Satara–Mahabaleshwar road.
Exam tip
Questions like "explain with reasons" often ask why farmers or artisans suffered – write cause and effect clearly.

Quick summary
In 1857 a great struggle broke out in India that shook British rule. This chapter covers the earlier revolts against the British, the political, economic, social and military causes of 1857, its immediate cause, its leaders and spread, the reasons for its failure, and its result – the end of Company rule and Queen Victoria's Proclamation.
Key points
V. D. Savarkar called it the Indian War of Independence in his book 'The Indian War of Independence 1857'.
Earlier revolts: Sanyasi-Fakir rebellion in Bengal (1763–1857), Paika rebellion in Odisha (1817) led by Bakshi Jagabandhu Bidyadhar, Umaji Naik and the Ramoshis in Maharashtra (hanged in Pune, 1832), tribal revolts of Kols, Gonds, Santhals, and sepoy revolts at Vellore (1806) and Barrackpore (1824).
Political causes: annexation of Satara, Nagpur and Jhansi by Dalhousie's Doctrine of Lapse, and of Awadh on grounds of misrule.
Economic causes: new revenue system, ruin of handicrafts and textiles, unemployed artisans, bankrupt farmers.
Social causes: Indians felt laws like Sati prohibition and widow remarriage interfered with their way of life.
Sepoys were paid less and treated badly compared to British soldiers.
Immediate cause (1856): Enfield rifle cartridges, rumoured to be greased with cow and pig fat, had to be bitten. Mangal Pandey attacked officers at Barrackpore and was hanged.
Sepoys at Meerut marched to Delhi and proclaimed Bahadur Shah Zafar Emperor of India.
Leaders: Nanasaheb Peshwa, Rani Laxmibai, Tatya Tope (Kanpur, Jhansi), Begum Hazrat Mahal (Lucknow), Kunwar Singh (Bihar), Bakht Khan, Ahmadullah. In Maharashtra the Bhils under Kajarsingh and Shankarshah in the Satpura region also rose.
The British crushed the struggle by the end of 1858; Bahadur Shah was imprisoned in Rangoon.
Causes of failure: no central leadership, most princes stayed away, lack of unity and planning, better British resources and arms.
Results: the Government of India Act 1858 ended Company rule; India came directly under the British Crown. Lord Canning became the first Viceroy; a Secretary of State for India was appointed. Queen Victoria's Proclamation promised no more annexation and religious non-interference.

Quick summary
After Lokmanya Tilak's death in 1920, Mahatma Gandhi led the national movement with Truth, Non-violence and Satyagraha. This chapter covers Gandhiji's work in South Africa, his early satyagrahas in India, the Rowlatt Act and Jallianwala Bagh massacre, the Khilafat Movement, the Non-co-operation Movement and its withdrawal, the Swaraj Party and the Simon Commission.
Key points
The period 1920–1947 is called the Gandhian era.
Satyagraha (सत्याग्रह) means insistence on truth: winning over an unjust person through patience and non-violence, never using violence or untruth. It inspired Martin Luther King and Nelson Mandela.
Gandhiji went to South Africa in 1893, where Indians were humiliated; he fought injustice there with satyagraha. He returned to India on 9 January 1915 and, on Gokhale's advice, toured India. He lived at Sabarmati Ashram, Ahmedabad.
Champaran Satyagraha (1917, Bihar): for indigo farmers forced by planters – his first successful struggle in India.
Kheda Satyagraha (1918, Gujarat): for remission of land tax after crop failure. Ahmedabad mill workers' strike won higher wages.
Rowlatt Act (March 1919) allowed arrest and imprisonment without trial. Gandhiji called a nationwide hartal on 6 April 1919.
Jallianwala Bagh massacre, Amritsar, 13 April 1919 (Baisakhi): General Dyer fired on a peaceful meeting. Rabindranath Tagore gave up his British knighthood in protest.
Khilafat Movement: Indian Muslims supported the Khalifa of Turkey; Gandhiji supported it, bringing Hindu–Muslim unity.
1920: Congress adopted Non-co-operation – boycott of government offices, courts, schools, colleges, foreign goods and titles. National schools like Tilak Vidyapith were started. The Prince of Wales' visit (1921) was met with hartals.
Mulshi Satyagraha in Pune district was also launched in this period.
At Chauri Chaura (February 1922) a mob set fire to a police station; Gandhiji suspended the movement on 12 February 1922. He was arrested in March 1922 and sentenced to prison.
Chittaranjan Das and Motilal Nehru founded the Swaraj Party (1922) to enter legislatures and oppose the government from within; they won seats in 1923.
The all-British Simon Commission (1928) was met with "Simon Go Back"; Lala Lajpat Rai was injured in a lathi charge at Lahore and later died.
Important terms
Satyagraha – non-violent resistance based on truth.
Non-co-operation – refusing to help the government run its administration.
Hartal – closing shops and work as a protest.
Khilafat – the institution of the Khalifa, religious head of Muslims.
Important dates and people
9 January 1915 – Gandhiji returns to India

1920 – Non-co-operation begins
February 1922 – Chauri Chaura; movement withdrawn
1922 – Swaraj Party; 1928 – Simon Commission
5 important questions
Q1. What is Satyagraha?
Insistence on truth – opposing injustice through truth, patience and non-violence so as to change the heart of the wrongdoer.
Q2. Why did Gandhiji launch the Champaran Satyagraha?
Indigo farmers of Champaran were forced by British planters to grow indigo and were paid very little. Gandhiji organised them and they got justice.
Q3. Why did Tagore give up his knighthood?
In protest against the Jallianwala Bagh massacre of 13 April 1919.
Q4. What were the programmes of the Non-co-operation Movement?
Boycott of government offices, courts, schools, colleges, foreign goods and British titles; starting national schools; use of Swadeshi.
Q5. Why did Gandhiji withdraw the Non-co-operation Movement?
Because the movement turned violent at Chauri Chaura in February 1922, when a police station was set on fire; this went against non-violence.
Exam tip
Arrange Gandhiji's early struggles in time order: South Africa → Champaran → Kheda → Ahmedabad → Rowlatt satyagraha.

Quick summary
After the Lahore session demanded complete independence, Gandhiji launched the Civil Disobedience Movement by breaking the salt law at Dandi in 1930. This chapter describes the Dandi March, satyagrahas across India (Peshawar, Solapur, Dharasana, forest satyagrahas in Maharashtra), the Round Table Conferences, the Gandhi–Irwin Pact, the Poona Pact and the end of the movement in 1934.
Key points
The Lahore session of the Congress (December 1929) passed the resolution of Complete Independence (Purna Swaraj); 26 January 1930 was celebrated as Independence Day.
Gandhiji's demands, including cancelling the salt tax and the government's monopoly on salt, were rejected. Salt is used by everyone, so a tax on it was unjust – salt satyagraha became a symbol of breaking unjust laws peacefully.
Dandi March: Gandhiji left Sabarmati Ashram on 12 March 1930, walked about 385 km, reached Dandi on 5 April and broke the salt law on 6 April 1930. Civil disobedience (सविनय कायदेभंग) spread all over the country.
Peshawar: Khan Abdul Gaffar Khan ("Frontier Gandhi"), founder of Khudai Khidmatgar, began satyagraha on 23 April 1930. Chandrasingh Thakur of the Garhwal Regiment refused to fire on satyagrahis.
Gandhiji was arrested on 4 May 1930.
Solapur: mill workers led a hartal on 6 May 1930; the city was briefly in the people's hands; martial law followed and four leaders were later hanged.
Dharasana salt satyagraha (Gujarat) was led by Sarojini Naidu; satyagrahis were brutally beaten.
Forest (jungle) satyagrahas in Maharashtra at Bilashi, Sangamner, Kalwan, Chirner and Pusad.
Round Table Conferences in London (1930–1932) under Prime Minister Ramsay MacDonald. Congress did not attend the first.
Gandhi–Irwin Pact (1931): the movement was withdrawn and Gandhiji attended the Second Round Table Conference (1931) but returned disappointed over the issue of minorities.
The Communal Award (1932) gave separate electorates to depressed classes. Gandhiji fasted against it; Dr. Babasaheb Ambedkar, keeping national interest in mind, signed the Poona Pact (1932) – reserved seats instead of separate electorates.
The movement restarted, was harshly suppressed, and Gandhiji finally withdrew it in April 1934.
Round Table Conference – meetings in London to discuss India's constitutional reforms.
Communal Award – British decision giving separate electorates to communities.
Important dates and people
12 March 1930 – Dandi March begins; 6 April 1930 – salt law broken
23 April 1930 – Peshawar satyagraha; 4 May 1930 – Gandhiji arrested; 6 May 1930 – Solapur hartal
1931 – Gandhi–Irwin Pact, Second Round Table Conference
1932 – Poona Pact (Gandhiji and Dr. Ambedkar)
April 1934 – movement withdrawn
5 important questions
Q1. Why did Gandhiji choose salt for satyagraha?
Salt is needed by every person, rich or poor. Taxing it was unjust, so breaking the salt law united all Indians and symbolised breaking unjust laws peacefully.
Q2. Write about the Peshawar satyagraha.
Started on 23 April 1930 by Khan Abdul Gaffar Khan. The town was in satyagrahis' hands for about a week. Chandrasingh Thakur of the Garhwal Regiment refused to fire on them and was severely punished.
Q3. What was the Poona Pact?
A 1932 agreement between Gandhiji and Dr. Ambedkar giving reserved seats to depressed classes in joint electorates instead of separate electorates.
Q4. What happened at Solapur during the movement?
Mill workers led a hartal and huge procession on 6 May 1930, attacked symbols of British rule; martial law was imposed and leaders were punished.
Q5. Why was the Second Round Table Conference a failure for Gandhiji?
The British raised the issue of minorities and no agreement was reached on India's demands, so Gandhiji returned disappointed.
Exam tip

Quick summary
After the Second World War, the British prepared to grant freedom to India. This chapter covers the demand for Pakistan, the Wavell Plan, the Cabinet Mission, Direct Action Day and communal riots, the Interim Government, the Mountbatten Plan, the Indian Independence Act and the coming of independence on 15 August 1947, along with the pain of partition and Gandhiji's assassination.
Key points
The Congress was founded on secularism; the British used "divide and rule", which led to the founding of the Muslim League.
In 1930 the poet Dr. Muhammad Iqbal suggested a separate Muslim state; Chaudhary Rahmat Ali proposed the name Pakistan; Muhammad Ali Jinnah put forward the Two-Nation Theory and demanded Pakistan.
Wavell Plan (June 1945): equal Hindu and Muslim members in the Viceroy's Executive Council. At the Simla conference Jinnah insisted that only the League could nominate Muslims, so the plan failed.
British PM Attlee recognised Indians' right to draft their own Constitution and said minorities would not block independence.
Cabinet Mission (March 1946): Pethick-Lawrence, Stafford Cripps and A. V. Alexander. Neither Congress nor the League fully accepted it.
The League observed 16 August 1946 as Direct Action Day; riots broke out; massacres in Noakhali (Bengal). Gandhiji went there to restore peace without caring for his life.
An Interim Government was formed under Pandit Jawaharlal Nehru; the League joined later but obstructed its work.
Attlee announced Britain would leave India before June 1948. Lord Mountbatten, the new Viceroy, made the plan to create two nations, India and Pakistan. The Congress unwillingly accepted partition (फाळणी).
Indian Independence Act (18 July 1947): India and Pakistan would be independent from 15 August 1947; British supremacy over princely states would end, and they could join India or Pakistan or stay independent.
At midnight of 14–15 August 1947, during the Constituent Assembly's meeting in Parliament House, Delhi, India became free; the Union Jack was lowered and the tricolour raised.
Joy was mixed with grief due to partition and violence. Gandhiji stayed in Bengal working for peace. He was assassinated by Nathuram Godse on 30 January 1948.

Quick summary
India became free in 1947, but more than six hundred princely states could choose to join India or stay independent, and the French and Portuguese still held some territories. This chapter explains how Sardar Patel integrated the princely states, the merger of Junagadh, the Hyderabad liberation struggle, the Kashmir problem, and the liberation of French and Portuguese territories including Goa.
Key points
Praja Mandals (people's organisations) worked for political rights in princely states; in 1927 they formed the All India States People's Conference.
Home Minister Sardar Vallabhbhai Patel prepared an Instrument of Accession and persuaded rulers to join India. All joined except Junagadh, Hyderabad and Kashmir.
Junagadh (Saurashtra): the Nawab wanted to join Pakistan; people opposed him, he fled, and Junagadh merged with India in February 1948.
Hyderabad was the largest princely state, with Telugu, Kannada and Marathi regions, under the autocratic Nizam. Andhra Parishad, Maharashtra Parishad and Karnataka Parishad worked for people's rights.
Swami Ramanand Tirth formed the Hyderabad State Congress (1938) and led the liberation struggle (मुक्तिसंग्राम), helped by Narayan Reddy, Siraj-ul-Hasan Tirmizi, P. V. Narasimha Rao and Govindbhai Shroff. Students joined through the 'Vande Mataram' movement.
The Nizam wanted to join Pakistan; Kasim Rizvi's Razakars terrorised people. Police action 'Operation Polo' began on 13 September 1948; the Nizam surrendered on 17 September 1948 – celebrated as Marathwada Mukti Din.
Kashmir: Pakistan-backed intruders attacked in October 1947; Raja Hari Singh signed the merger with India and the Indian Army drove out the intruders from a major part.
French territories – Chandranagar, Puducherry, Karaikal, Mahe and Yanam – joined India peacefully; Chandranagar after a plebiscite in 1949.
Goa: Dr. T. B. Cunha formed the Goa Congress Committee; Dr. Ram Manohar Lohia broke the ban and spoke at Madgaon in 1946. The Goa Vimochan Samiti (1954) sent batches of satyagrahis from Maharashtra; Senapati Bapat, Mahadevshastri Joshi and Sudhatai Joshi took part; Mohan Ranade was an aggressive leader.
Dadra and Nagar Haveli were freed from the Portuguese in 1954.
In December 1961 the Indian Army entered Goa, and Goa, Daman and Diu became part of India.

Civics 1: Introduction to the Parliamentary System

Quick summary
Every country has its own system of government. This chapter explains the three organs of government, the two main systems – parliamentary and presidential – the features of the parliamentary system adopted by India, and how it differs from the presidential system of the USA.
Key points
The legislature makes laws, the executive implements them and the judiciary gives justice. The Constitution decides their powers and relationships.
The relationship between these organs decides the system of government.
The parliamentary system developed in England, where the Constitution is unwritten and governance follows traditions and conventions.
In India the Parliament consists of the President, the Lok Sabha and the Rajya Sabha.
Lok Sabha members are directly elected by the people at regular intervals. The party with more than half the seats is the majority party and forms the government.
When no party gets a clear majority, several parties come together to form a coalition government.
The leader of the majority party becomes the Prime Minister and chooses the Council of Ministers. Together they form the executive.
The executive has a dual responsibility: it implements laws and, as members of the legislature, also takes part in law-making.
The Council of Ministers is responsible to the legislature – so it is called a responsible government (जबाबदार शासन). It stays in power only as long as it enjoys the confidence of the legislature; a no-confidence motion can remove it.
Collective responsibility: a decision of any ministry is the decision of the whole government.
Discussion and deliberation are central; the opposition points out shortcomings and helps make better laws.
India adopted this system because Indians were familiar with it from British rule and the freedom movement; the Constitution makers adapted it to Indian conditions.
In the presidential system (USA), the President is directly elected, is the executive head with many powers, and the executive is independent of the legislature, though both keep checks on each other.
Important terms
Parliamentary system – system in which the executive comes from and is responsible to the legislature.
Presidential system – system in which a directly elected President heads an executive independent of the legislature.
Coalition government – government formed by several parties together.
No-confidence motion – motion by which the legislature removes the Council of Ministers.
Collective responsibility – the whole Council of Ministers is answerable for every decision.
Important dates and people
Parliamentary system – developed in England
Presidential system – United States of America
Indian Parliament = President + Lok Sabha + Rajya Sabha
5 important questions
Q1. What is a responsible government?
A government in which the Council of Ministers is answerable to the legislature for all its actions and stays in power only while it has the legislature's confidence.
Q2. Enumerate the characteristics of the presidential system.
The President is directly elected and is the executive head; the executive and legislature are separately elected and independent of each other; yet they keep checks on each other.
Q3. Why did India adopt the parliamentary system?
Indians had experience of it under British rule and the freedom movement; it allows discussion, responsibility to the people's representatives and suits Indian diversity.
Q4. Explain dual responsibility of the executive in the parliamentary system.
Ministers implement laws as the executive and, being members of Parliament, also take part in law-making as legislators.
Q5. What is a coalition government?
When no party gets a majority, two or more parties come together to form the government.

This chapter explains the composition and tenure of both Houses, qualifications of members, functions of Parliament, the roles of the Speaker and the Chairman, the ways of amending the Constitution, and how a bill becomes a law.
Key points
Lok Sabha (लोकसभा) is the lower or first House. Members are directly elected from territorial constituencies. Tenure is 5 years; elections after 5 years are general elections; elections after early dissolution are mid-term elections.
Maximum strength of Lok Sabha is 552; seats are reserved for Scheduled Castes and Scheduled Tribes. Maharashtra has 48 seats. A candidate must be an Indian citizen of at least 25 years.
Rajya Sabha is the upper or second House, representing the states. Members are indirectly elected by proportional representation. Total 250 members: 238 elected from states and Union Territories (seats according to population) and 12 nominated by the President from literature, arts, science, sports and social work.
Rajya Sabha is a permanent house – never dissolved; one-third of members retire every two years after a six-year term. Minimum age 30 years.
The President is part of Parliament but does not take part in debates.
Functions of Parliament: making, changing and repealing laws (e.g. abolition of privy purses); control over the Council of Ministers; amending the Constitution; passing the budget.
Amendments: some provisions by simple majority; some by special (2/3) majority; some by special majority plus consent of more than half the states.
The Speaker, elected by Lok Sabha members in their first meeting, conducts business impartially, maintains discipline and protects members' privileges. The Vice-President is the ex-officio Chairman of the Rajya Sabha.
Money Bills are introduced and passed only in the Lok Sabha; the Rajya Sabha has limited power over them. The Rajya Sabha can allow Parliament to make laws on a State List subject in national interest.
Law-making: first reading (bill introduced), second reading (general discussion, committee, clause-by-clause discussion and voting), third reading (final vote). The same in the other House, then the President's assent makes it a law. Disagreement between the Houses is settled in a joint sitting.
The Finance Minister presents the national budget in February.

Quick summary
The judiciary gives justice, protects people's rights and upholds the rule of law. This chapter explains why justice is needed, the integrated structure of the Indian judiciary, the independence of judges, functions of the Supreme Court and High Courts, judicial review, judicial activism and Public Interest Litigation, and the two branches of law – civil and criminal.
Key points
Differences of opinion can lead to conflicts; an impartial judicial system resolves them according to law.
The judiciary (न्यायमंडळ) protects the rule of law – all are equal before law – protects rights and helps bring weaker sections into the mainstream.
India has a single integrated judicial system for the whole country: Supreme Court at the top → High Courts → District Courts → lower (taluka) courts.
The Supreme Court is headed by the Chief Justice of India (CJI). The President appoints the CJI and other judges; by convention the senior-most judge becomes CJI.
Independence of judiciary: qualified persons appointed by the President; security of tenure; retirement age 65 (Supreme Court) and 62 (High Court); salaries from the Consolidated Fund of India, not voted in Parliament; personal criticism of judges is not allowed – contempt of court is punishable; Parliament cannot discuss judges' decisions but can remove judges by impeachment.
Functions of the Supreme Court: settles disputes between the Union and states or between states (federal court); protects fundamental rights; hears appeals and reviews decisions; advises the President on legal questions of public importance.
Judicial review: the Supreme Court can declare a law or executive act illegal if it violates the Constitution.
Judicial activism: courts actively work for justice and equality of marginalised groups – women, tribals, workers, farmers, children – often through Public Interest Litigation (PIL), filed by any citizen or organisation on behalf of the public.
Example: the court ordered election candidates to declare property, income and education by affidavit.
There are 24 High Courts; the Bombay High Court covers Maharashtra, Goa, Dadra and Nagar Haveli, and Daman and Diu. High Courts control lower courts and protect fundamental rights.
Civil law deals with disputes about rights – land, property, rent, divorce. Criminal law deals with serious offences like theft, murder and dowry harassment, with punishment.
Important terms
Rule of law – everyone is equal before the law.
Judicial review – power of courts to strike down unconstitutional laws or acts.
Judicial activism – courts actively protecting justice and rights.
Public Interest Litigation (PIL) – case filed in public interest by any person or group.
Contempt of court – disrespect or disobedience of a court, a punishable offence.
Important dates and people
Chief Justice of India – head of the Supreme Court
Q1. Why is the Indian judiciary called integrated?
There is one judicial system for the whole country: the Supreme Court at the top, High Courts below it, and district and lower courts under them – no separate courts for the Centre and states.
Q2. What provisions keep the judiciary independent?
Appointment by the President, security of tenure, salaries from the Consolidated Fund, ban on personal criticism (contempt of court), and Parliament cannot discuss judges' decisions.
Q3. What is judicial review?
The power of the Supreme Court to declare any law or executive action invalid if it violates the Constitution.
Q4. What is a Public Interest Litigation?
A case filed by any citizen, social organisation or NGO on an issue of public importance on behalf of the people.
Q5. Distinguish between civil law and criminal law.
Civil law deals with disputes about rights such as property, rent or divorce. Criminal law deals with crimes like theft and murder and provides punishment.
Exam tip
Remember the court hierarchy as a ladder diagram – it is often asked as "complete the flow chart".

Quick summary
India has a federal system with governments at the Centre and in the states. This chapter studies the State Government with the example of Maharashtra: its two-house legislature (Vidhan Sabha and Vidhan Parishad), the Speaker, the Governor, and the Chief Minister with the Council of Ministers.
Key points
Because India is large and diverse in language, religion and culture, the Constitution adopted a federal (संघराज्य) set-up; states were reorganised on a linguistic basis.
Every state has its own legislature. Only seven states have two Houses (bicameral); Maharashtra is one of them. Members are MLAs (Legislative Assembly) and MLCs (Legislative Council).
Vidhan Sabha (Legislative Assembly) of Maharashtra: 288 members elected from territorial constituencies; some seats reserved for SC and ST; tenure 5 years; candidate must be a resident citizen of at least 25 years.
The Speaker and Deputy Speaker are elected by MLAs; the Speaker conducts proceedings, maintains discipline and can suspend members for misconduct.
Maharashtra's legislature holds at least three sessions a year: budget and monsoon sessions in Mumbai, winter session in Nagpur.
Vidhan Parishad (Legislative Council): 78 members, indirectly elected by MLAs, local bodies, teachers' and graduates' constituencies, plus some nominated by the Governor from literature, science and social service. It is never fully dissolved; some members retire every 2 years. Its proceedings are run by the Chairman.
The executive of Maharashtra = Governor + Chief Minister + Council of Ministers.
The Governor is the nominal head of the state, appointed by the President and holds office during the President's pleasure. Bills become laws only after the Governor's assent; the Governor summons sessions and can issue an Ordinance when the legislature is not in session.
The leader of the majority party in the Vidhan Sabha becomes the Chief Minister, the real executive head.
Functions of the Chief Minister: forming a representative Council of Ministers (regions, SC, ST, OBC, women, minorities; coalition partners), distributing portfolios, coordinating departments, leading the state and solving people's problems.
The Council of Ministers is collectively responsible to the Vidhan Sabha.
Maharashtra is a progressive state in education, industry, services, health and social security; terror attacks and Naxalism are major challenges.

Exam tip
Compare state and central bodies: Governor–President, Chief Minister–Prime Minister, Vidhan Sabha–Lok Sabha, Vidhan Parishad–Rajya Sabha.

Quick summary
Bureaucracy, or the civil services, is the permanent administrative system that actually implements the government's policies. This chapter explains the role of bureaucracy, its characteristics (permanence, political neutrality, anonymity), its importance for stability and social change, the types of civil services, and how civil servants are recruited.
Key points
Every government has two basic functions: (1) security from external aggression and internal threats – done by the defence forces; (2) providing services to citizens – done by the civil services. The system of civil servants is called bureaucracy (नोकरशाही).
Each department has a minister as its political head; the Secretary, a civil servant, gives expert advice. Thus people's aspirations and administrative expertise work together.
Examples of civil servants: District Collector, Municipal Commissioner, Finance Secretary, Divisional Commissioner.
Permanent mechanism: ministers change after elections, but bureaucracy remains and continuously does tasks like tax collection, law and order, environmental protection and social security.
Political neutrality: civil servants must implement the policies of whichever party is in power with equal efficiency and must not take political sides.
Anonymity: civil servants are not publicly blamed or praised for a policy; the minister is responsible to Parliament for the department.
Bureaucracy gives stability (water, transport, electricity, health, cleanliness services continue daily), is an instrument of social change (implements laws for women, children and marginalised groups) and helps democratisation through reservation policies.
Types of civil services: All-India Services (IAS, IPS, Indian Forest Service); Central Services (Indian Foreign Service, Indian Revenue Service etc.); State Civil Services (Deputy Collector, Block Development Officer, Tehsildar).
Recruitment is by merit through competitive exams of the Union Public Service Commission (UPSC) for All-India and Central services, and the Maharashtra Public Service Commission (MPSC) for state services.
Reservations exist for SC, ST, OBC, women and specially-abled persons so that weaker sections are represented.
Ministers depend on civil servants for information about finances and past policies; good coordination between ministers and secretaries makes a department efficient.
Important terms
Bureaucracy – permanent body of civil servants that implements government policies.
Political neutrality – serving every elected government equally without political bias.
Anonymity – civil servants are not personally held responsible in public; the minister is.
UPSC / MPSC – commissions that recruit civil servants for the Centre / Maharashtra.
